The authors describe this analysis
as part of an ongoing effort to determine whether
or not there are any unfunded or under-funded
impacts, conditions, or mandates that originate
from NCLB, and to push policymakers to think through
the complete implementation of the law in New
Hampshire. The authors claim that cost impacts
in this study are conservative assessments that
lack specific dollar amounts, but that they predict
a rising pattern of increased local and state
expenditures and a weakening federal effort to
fully fund the initiative.
The study includes nine areas of potential impact,
an action plan and recommendations for improvement.
