Policy and Leadership Center
The Education Policy and Leadership Center, based in
Harrisburg, describes itself as an independent, non-partisan
organization that focuses on education policy, education
leadership, and education advocacy. The Center, founded
in 1998, makes its information and activities available
to policymakers, educators, community leaders and other
citizens. The Center's current policy projects focus
on implementation of standards, school finance, teacher
quality and supply, and charter schools. The organization
also hosts the ongoing Pennsylvania Education Policy
Forum breakfast series and publishes the electronic
Pennsylvania Education Policy Letter.

Research
for Action (RFA)
Research for Action (RFA) describes itself as a Philadelphia-based
education research and evaluation organization. Founded
in 1992, RFA aims to increase the educational opportunities
available to historically disadvantaged groups. To that
end, RFA works with public-school districts, educational
institutions and community organizations to promote
dialogue between parents, educators, community members
and policymakers and to train stakeholders in gathering
information, analyzing data, and making plans for the
future based on their results. RFA is currently involved
in a number of projects,
including an assessment of Philadelphia's GEAR-UP and
a joint effort with the Cross
City Campaign for Urban School Reform to develop
a framework for evaluating the effect of community organizing
for school reform. Publications include The Limits
and Contradictions of Systemic Reform: The Philadelphia
Story and Strong Images and Practical Ideas:
A Guide to Parent Engagement in School Reform.
