The author describes this policy paper as a cost-benefit analysis that uses conservative estimates to assess whether NCLB is beneficial to Vermont’s educational system. The evaluation examines the money Vermont receives compared to the cost of the obligations the state would incur, and whether those costs and programs would provide a reasonable and cost-effective improvement to its educational system.

The study only examines Title I accountability, testing and remediation sanctions, and the author claims NCLB is unworkable and inconsistent with Vermont’s directions. From a fiscal point of view, the author concludes that NCLB is not cost-effective because it would require the state to incur new costs of $158.2 million in order to receive $51.6 million. Moreover, the author claims that Vermont’s high national averages on test scores would face diminishing returns.
